A shrewd observation indeed! What's unique about Thompson is that he isn't exactly funding his little crusades with taxpayer dollars. For that matter, not even the Pentagon has approved of certain special side projects...

Fundamentally I wanted to create him as a man for whom the ends were more important than the means, perhaps the only thing that's important. As a Vietnam Vet disillusioned about the Army's effectiveness he has tried to take matters into his own hands, per se. He understands that the battlefield has shrunk into dimensions few other modern commanders seem to understand and believes that combining 're-appropriated' Army resources with his own ideas will yield meaningful change. His biggest flaw, however, is the belief that his 'changes' are enduring, let alone well-received.
